CHATTANOOGA REGION'S LOW-BIRTH-WEIGHT AND INFANT-MORTALITY PROBLEMS MOUNT

CHATTANOOGA REGION CHALLENGES: -- Infant mortaility; -- low birth-weight babies -

From Dr. Eileen Robertson-Rehberg -- In, 2006, 48 infants died in Hamilton County. Hamilton County had the second highest infant mortality rate and the highest African American infant mortality rate compared to other metropolitan areas in Tennessee, according to the Chattanooga-Hamilton County Health Department.

That rate applies to those who are poor, African-American and/or inner city.

* From a report in WCTV News Channel 9 -- The low birthweight rate in Hamilton County is 12%, a whopping 50% higher than the national average of 8%. Since 1996 the rate of infants born in Tennessee with low birthweight has climbed 9%, according to health department statistics.

It's all about what young mothers learn, or don't learn, that could be at the root of the problem, according to Dr. Cherry Guinn. She teaches nursing at UTC and Tuesday shared the results of a study she's done on mothers who deliver low birthweight babies in Hamilton County during the last three years.

She's found several common risk factors - alcohol use, drug use, sexually transmitted disease and smoking. And surprisingly, about a third of low birthweight moms say the health care professionals they saw during their pregnancy did not talk about risky behaviors to avoid."There was a high percentage that knew nothing about the affects of smoking or affects of alcohol, or anything from their provider," Dr. Guinn said.

NASHVILLE, Tenn. (AP) - Supporters of a state agency created to reduce the infant mortality rate in Tennessee are hoping lawmakers can agree on a budget that will save the program.

The Republican-majority Senate Finance Committee passed a budget plan last week that would cut funding for the Office of Children's Care Coordination in half next year and eliminate it the following year.

Mary Nell Bryan, President of the Children's Hospital Alliance of Tennessee, says the agency also has initiatives that benefit children and women.

Bryan cited testimony from OCCC director Bob Duncan who told the Senate Finance Committee that every half pound of weight that can be added to a low birthweight baby saves $15,000.

The state gives the program $4.5 million annually, which is matched by federal funds. It was established by Democratic Gov. Phil Bredesen in 2004.
